Mission description
As part of his/her duties, the ITE will be responsible for leading Franco-Zambian scientific collaboration in the field of HIV/AIDS, viral hepatitis, tuberculosis, sexually transmitted infections (STIs) and emerging infectious diseases. He/she will contribute to the implementation of research programs supported by ANRS | MIE (supervision of ongoing and future research projects and clinical trials) and to the development of new scientific collaborations in Zambia and more broadly in the Southern African region.
ANRS | Emerging Infectious Diseases (ANRS | MIE), created on January 1, 2021, is an independent agency of the French National Institute Of Health And Medical Research (INSERM). Its mission is to facilitate, evaluate, coordinate and finance research on HIV/AIDS, viral hepatitis, sexually transmitted infections, tuberculosis and emerging and re-emerging infectious diseases (in particular emerging respiratory infections, including Covid-19, viral haemorrhagic fevers and arboviroses)
Under the authority of the Ministry of Higher Education, Research and Innovation and the Ministry of Solidarity and Health, and directed by Prof. Yazdan Yazdanpanah, ANRS | Emerging Infectious Diseases covers all areas of research: fundamental, clinical, public health, human and social sciences, placing the accent on innovation and the strengthening of international partnerships.
The agency federates and coordinates several national and international networks of researchers and physicians belonging to the main research organizations, universities, hospitals, or associations. Patient associations and representatives of civil society are fully integrated into its governance and operations. With its One Health approach focused on human health, animal health and human impact on the environment, the agency is preparing a response to the scientific challenges presented by emerging diseases and for the deployment of that response in times of crisis.
The agency has set up international activities with the objective of supporting countries' public health priorities through a multidisciplinary approach. It supports research projects in about 50 low- and middle-income countries (LMICs), including Zambia.
Collaborations between Zambian and French researchers (notably from UMR 1058 - PCCEI - in Montpellier) started more than 20 years ago, mainly through the PROMISE Consortium dedicated to Maternal and Child Health, including PMTCT HIV. Three major clinical trials, sponsored and funded by ANRS | MIE, are underway or in preparation at UTH in Lusaka:
- PROMISE-EPI (ANRS 12397), coordinated by UMR 1058 PCCEI, in collaboration with the HIV Pediatric Centre of Excellence, UTH, Zambia (trial conducted in Zambia and Burkina Faso);
- TIMPANI (ANRS 12404), coordinated by the University of Bordeaux and UMR 1058 PCCEI for clinical coordination, in collaboration with the HIV Adult Center Of Excellence, UTH, Zambia (trial conducted in Zambia, Brazil and Mozambique);
- DATURA (ANRS 12424), coordinated by UMR 1058 PCCEI, in collaboration with the Clinical Research Unit of the Tuberculosis Department, UTH, Zambia (trial conducted in Cambodia, Vietnam, Cameroon, Guinea, Uganda and Zambia).
Two ancillary studies of the TB SPEED program funded by ANRS |MIE are also currently taking place in Zambia: TB SPEED TB PK (ANRS 12418) and TB SPEED COVID (ANRS COV 02)

The UMR 1058 PCCEI research unit has also been collaborating for many years with the Medical Research Council of South Africa (SAMRC), particularly in the field of mother-to-child transmission of HIV. A phase 2 trial co-funded by ANRS | MIE and SAMRC will be launched in 2022 to evaluate the pharmacokinetics and safety of HIV neutralizing monoclonal antibodies administered at birth to children born to HIV infected mothers.
In the region, there have also been collaborations in Mozambique for more than 10 years, notably with the Maputo Health Institute, particularly in TB/HIV co-infection, such as the ANRS 12146 CARINEMO trial and the ongoing ANRS 12404 TIMPANI trial.
Major tasks and deliverables:
The Research Coordinator will be responsible for:
- To provide international and local teams with the necessary support for the conduct of research sponsored or funded by ANRS | MIE, including regulatory and ethical aspects, operational, financial and logistical aspects, human resources, training, data management, etc. For this task, the ITE will be in close contact with local investigators and international and national project leaders, and as such will also be the focal point of the ANRS | MIE Clinical This task represents the core of the ITE's mission, i.e. approximately 50% of his/her working time.
- To support the development of new projects within the scope of ANRS | MIE in response to locally expressed needs (drafting of protocols, responses to calls for tender, structuring of partnerships) and within the framework of international collaborations in Southern Africa
- Ensure local regulatory oversight applicable to health research, and that these standards are implemented in all ANRS funded/sponsored research
- Animate existing scientific collaborations,
- Participate in the development of new collaborations, new partnerships, between research teams in the Southern African region and French research teams;
- Organize animation days in collaboration with French and local research teams;
- Liaise with the health authorities of the countries
- Contribute to the reflections led by the GloPID-R network for the establishment of a regional hub for coordination/funding of research in Southern Africa;
- Respond to consultations/requests for expertise from the French Embassy in Zambia;
- To contribute to the normative work on HIV/hepatitis/STI issues carried out by WHO through its regional and national offices, in collaboration with French and local researchers.
Project or context description
Mandated by ANRS | MIE, Expertise France is looking for an International Technical Expert (ITE) based at the University Teaching Hospital (UTH) in Lusaka, Zambia.
The IST will be responsible for leading Franco-Zambian scientific collaboration in the field of HIV/AIDS, viral hepatitis, tuberculosis, sexually transmitted infections (STIs) and emerging infectious diseases, and for developing broader strategic collaborations in the Southern African region. The ITE will be responsible for: i/ overseeing ongoing and future research projects and clinical trials in Zambia funded/sponsored by ANRS-MIE; ii/ developing new scientific collaborations in Zambia; iii/ developing new scientific collaborations in Southern Africa.
Description of the host structure:
The ITE will be posted in the Clinical Research Unit of the Tuberculosis Department at the University Teaching Hospital (UTH) in Lusaka. UTH is the largest teaching hospital in Zambia, with a total capacity of 2200 beds and including all medical specialties. It is the largest medical research center in the country. More than 18,000 HIV-infected adults receive outpatient care at the hospital. The Tuberculosis Department houses a clinical research unit, recently implemented and structured around the DATURA project, funded by EDCTP and promoted by ANRS. This team is headed by Dr. Kondwelani Mateyo, a pulmonologist, in charge of the TB department, and local coordinating investigator of the DATURA project. The unit includes a project manager, a CRA, and a data manager.
The position is placed under the joint responsibility of the ANRS|MIE Strategy and Partnerships Department and the UMR 1058 "Pathogenesis and Control of Chronic and Emerging Infections" (PCCEI) in Montpellier.
The UMR 1058/PCCEI is a multidisciplinary research unit, created in 2011 in Montpellier, composed of INSERM and EFS scientists, academics, hospital-academics and hospital practitioners; among them, the North coordinators of the ANRS | MIE sites in Burkina Faso and Vietnam. Competent in the field of infectious diseases research, UMR 1058/PCCEI promotes translational research, between fundamental and clinical, on the pathogenesis, transmission and control of HIV, other chronic infections (hepatitis viruses, mycobacteria) and emerging infections (arbovirosis, prions), most often in partnership with research teams in low and middle income countries (sub-Saharan Africa and South-East Asia) UMR 1058/PCCEI has obtained numerous research funds from ANRS, ANR, the European Union (EDCTP and FP7), NIH/NIDA and various foundations.
Required profile
- Doctorate in medicine, pharmacy, public health, or health biology
- Knowledge in the management of HIV/AIDS, viral hepatitis, tuberculosis and emerging infectious diseases;
- Knowledge of international ethical rules of research and implementation of studies;
- Ability to interact with institutional partners, local authorities, research teams and civil society;
- Ability to train and transfer technical knowledge;
- Very good command of written and spoken English;
- Good ability to adapt in a different cultural context;
Professional experience:
- Experience in research on HIV/AIDS, tuberculosis and viral hepatitis, or other emerging infectious diseases (including COVID-19 and new respiratory viruses);
- Experience in the implementation of clinical and/or operational research projects
- Work experience in a low- and middle-income country;
- Experience in leading a multidisciplinary team is
